9. FIFTEENTH RESOLUTION TO ACQUIRE AN ELEMENTARY SCHOOL SITE IN NORTH PORT
Description
On October 5, 2010, the Board approved the First Resolution, authorizing the acquisition of numerous small parcels for a future elementary school in North Port.  This Fifteenth Resolution approves the thirteenth batch of contracts for this acquisition.

Recommendation
That the School Board approve the Fifteenth Resolution of the School Board of Sarasota County, Florida, RE: Acquisition of Property for a Future Elementary School in North Port, Florida.

10. APPROVAL OF UTILITY EASEMENT ON BOOKER HIGH SCHOOL PROPERTY TO CITY OF SARASOTA
Description
As part of the Orange Avenue realignment for the Booker High School rebuild project, the City of Sarasota needs a utility easement to access underground utility pipes should it become necessary in the future.  In order to have access to do this, a utility easement from the School Board is required.

Recommendation
That the School Board of Sarasota County approve the utility easement for the City of Sarasota, as presented.

11. APPROVAL OF LEASE AGREEMENT FOR A HOME WITHIN THE SITE FOR NORTH PORT'S SEVENTH ELEMENTARY SCHOOL
Description
On October 5, 2010, the School Board authorized the acquisition of scores of contiguous quarter-acre, residentially-zoned lots off Haberland Boulevard in North Port for a future elementary school.  Most of the parcels are unimproved, and there are a few occupied homes to be acquired.  One of the homes, at 3380 Gideon Street, was purchased in July and the tenant has vacated the home.  The district will now lease the home until the site needs to be cleared for school construction, or until repairs to the home make an earlier demolition the more cost-effective alternative.  Two other homes within this site have already been leased under similar terms.

Recommendation
That the School Board approve the lease with John Michaels, as presented.

12. APPROVAL OF AGREEMENTS BETWEEN SARASOTA FAMILY YMCA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, TO PROVIDE CHILD CARE SERVICES
Description
The Sarasota Family YMCA agrees to provide child care services in conformance with 65C-22 Florida Administrative Code, "Child Care Standards" at Ashton, Fruitville, Gocio, Oak Park, Phillippi Shores, Southside, and Wilkinson.  The "Exhibit A" attachment will be included with each contract.

Recommendation
That the agreements with Sarasota Family YMCA to provide child care services at Ashton, Fruitville, Gocio, Oak Park, Phillippi Shores, Southside, and Wilkinson be approved as presented.

13. AGREEMENT BETWEEN FPL AND SCHOOL BOARD FOR DONATION AND OPERATION OF PHOTOVOLTAIC SYSTEM AT BAY HAVEN SCHOOL
Description
This agreement allows for the donation, installation and operation of one 10kw photovoltaic system on the Bay Haven School campus.  This system will serve as a learning tool teachers can utilize throughout the year as students learn about alternative energy.

Recommendation
That the School Board of Sarasota County approve the agreement with FPL to provide a photovoltaic system on the Bay Haven campus.

14. APPROVAL OF THE ADDENDUM TO CORRECT AND AMEND THE CONTRACT BETWEEN !A+ TUTOR U AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SUPPLEMENTAL EDUCATION SERVICES (SES)

26. APPROVAL OF CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND LCT, INC
Description

The Department of Information Technology has negotiated a support services contract with Logical Choice Technologies, Inc.  The contract will be for a term of July 1, 2011 until June 30, 2012, for a maximum of $75,000.  The contract will be used for onsite support services for all Activ technology investments and installs.  Funding for this contract is part of the Department of Information Technology (9020) Operational Budget.



Recommendation
That the contract for support services provided to the School Board of Sarasota County and LCT be approved as presented.

27. APPROVAL OF THE ADDENDUM TO THE AGREEMENT/CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE SARASOTA COALITION ON SUBSTANCE ABUSE FOR IMPLEMENTATION OF THE SMART GRANT
Description
The Sarasota Mobilizes Alcohol Reduction in Teens (SMART) grant will aid in the reduction of alcohol abuse among teens throughout the district in grades 8-12.  This agreement/contract with the Sarasota Coalition on Substance Abuse is being extended to four years and will provide the community based support and service in order to complete grant goals and objectives.

Recommendation
That the School Board of Sarasota County, Florida, approve the addendum to the agreement/contract with the Sarasota Coalition on Substance Abuse for implementation of the SMART grant initiatives.

28. APPROVAL OF AGREEMENTS BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE SOUTH COUNTY YMCA TO PROVIDE CHILD CARE SERVICES

29. APPROVAL OF AGREEMENT FOR MEAL SERVICE, CHILDREN FIRST, INC.
Description
The School Board of Sarasota County, Food and Nutrition Services shall provide breakfast and lunch meals for Children First, Inc. for the 2011-2012 school year.

Recommendation
That the agreement for meal service between the School Board of Sarasota County, Florida, and Children First, Inc. be approved as presented.

EXPULSIONS

30. APPROVAL OF EXPULSION CASE NO. 11-306
Description

The student listed in Expulsion Case No. 11-306 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On March 2, 2011, the student listed in Expulsion Case No. 11-306 violated School Board Policy 5.34 (l)(g) Repetitive, Disruptive, Rude, and Insubordinate Behaviors.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2012.



Recommendation
That in accordance with provisions of Sections 1006.07 (1)(a)(b) Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-306, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

MATERIALS MANAGEMENT

31. APPROVAL TO AWARD BID #12-0125 FOR TREE TRIMMING AND REMOVAL SERVICES
Description
Bids to provide 'Tree Trimming and Removal Services' were received from seven vendors on June 28, 2011.  The bids of Blades of Green as the primary vendor for north county locations and the secondary vendor for south county locations, and Ameri-Pride, Inc., as the primary vendor for south county locations and the secondary vendor for north county locations were the best low bids meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Blades of Green as the primary vendor for north county locations and the secondary vendor for south county locations and Ameri-Pride, Inc., as the primary vendor for south county locations and the secondary vendor for north county locations, to provide 'Tree Trimming and Removal Services' in an amount not to exceed $150,000, be approved for award and purchase.

32. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $1,957,462.00 in gross contract dollars.

Included in these change orders are $1,957,462.00 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $1,827,418.02 result a net of $130,043.98 in sales tax savings.

34. APPROVAL OF AGREEMENT 11-48 BETWEEN SUNCOAST WORKFORCE AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The purpose of this Agreement is to delineate the relationship and responsibilities shared by Suncoast Workforce (SW) and the School Board of Sarasota County, Florida , (SBSC) regarding development services provided to youth under the Construction Technology Careers (CTC) Initiative Preapprenticeship Partnership for the 2011/12 school year.

Recommendation

Minutes: 

Board member Jane Goodwin stated that school begins next Monday and in middle school we have a new program that partners within our community of putting together both tennis and golf.  If parents in taking their child back to school are interested in those programs that many people in the community worked hard at getting those organized since those had been cut initially from the middle schools.  Jane Goodwin encouraged sign up for those next week.  Traffic will increase next week and we hope that all those on the road will understand our buses and our children being outside and be safe in all situations. 

Board member Carol Todd stated that you are required to stop.  It is incredible as she drives around that you see people who get up to the back of the bus and they think maybe I should stop.  There are children getting on and off the bus or there is not a media in the road and they think because it is not four lanes that maybe they don't have to stop.   It is incumbent upon our public to know what the rules are.  On the website in the past we have had something about the rules because it is about the safety of our children.
